Why aren't white collar criminals given the same treatment and attention as blue collar criminals?

People drone on and on and on and on about the blue collar people who are wasting the taxpayers' money (immigrants, people who are on welfare, etc.) but what about white collar criminals? Do the welfare-bashing, illegal immigrant-hating hypocrites actually not know that there are white collar criminals out there as well or do they think that rich criminals have the right to pay their debt to society with money instead of jail time?
