Does gadafi need another tomahawk?

I'm usually non interventionist bit isn't it our duty as human beings to help people who are being terrorized by their leaders. Doesnt the roosevelt corollary to the Monroe doctrine say we have to help emerging republics anyway. I'm not saying we invade but a tomahawk missle at his mouse might shut him up for another 20 years lol
