MLB open 2008 Commissioner question.?

i selected the last one with league type. i dont remember what its said but i am the commissioner and i want it 2 be open to the public (idk if it is already).i just started it so no1 has come yet. and it says invite friends but can i be the commissoner and it still be open to public?
